Congress has eliminated funding for the controversial Total Information Awareness (TIA) project and closed the Pentagon's Information Awareness Office, the entity that housed TIA and was formerly headed by Adm. John Poindexter.
He defends the controversial Total Information Awareness program and cites the Privacy with Security (pdf) study as an example of his office's efforts to "protect the privacy of innocent people." That study was first released as a result of an FOIA lawsuit filed by EPIC.
A Freedom of Information Act lawsuit [PDF] pursued by EPIC has led to the disclosure of 180 pages detailing the projects that were funded and rejected by the Office of Information Awareness, headed by John Poindexter.

That's what industry experts are asking about the Pentagon's proposed Total Information Awareness System, which, according to the proposal (PDF), would aggregate on "an unprecedented scale" credit card, medical, school and travel records.

The renaming is intended to correct the impression "that TIA was a system to be used for developing dossiers on U.S. citizens." TIA's intent, DARPA says, is to "protect citizens by detecting and defeating foreign terrorist threats before an attack." Report, Executive Summary p.

TIA's most obvious purpose is to identify suspected terrorists (although, given the recent allegations about the use of the Homeland Security Department to track Democratic legislators in Texas, one should be concerned that TIA will be used for other purposes).

The IAO's stated mission is to gather as much information as possible about everyone in a centralized location for easy perusal by the United States government, including Internet activity, credit card purchase histories, airline ticket purchases, car rentals, medical records, educational transcripts, driver's licenses, utility bills, tax returns, and any other available data.
In essence, the goal of the IAO is to be able to recreate a life history of thoughts and movements for any individual on the planet on demand, which the Bush administration deems necessary to counter the threat of terrorism.
Also at issue is the integrity of Poindexter as head of the IAO, as he was convicted on five felony charges for lying to the Congress and deliberately altering and destroying documents pertaining to the Iran-Contra Affair.

At issue is a project called the Total Information Awareness (TIA) system, run by the Defense Advanced Research Projects Agency (DARPA), the research and development arm of the Pentagon that takes technologies in their prenatal stage and turns them into prototypes, usually over the course of three to four years per project.
Unfortunately, almost nothing has been published describing what the TIA system is, and more importantly, what it isn't, so that citizens can make up their minds about whether this project is advisable or even feasible.
The TIA system is also the top project in DARPA's new Information Awareness Office, which was formed in January to consolidate the numerous research and development projects the agency was already running in the areas of counter-terrorism and asymmetric warfare.

Consider the possible uses of "total information awareness" – intercepting email, wiretapping phone conversations, tracking every move of the computer mouse, each and every economic transaction – and consider all the really efficient uses to which such information could be put: flmail, thievery, economic regulation and tax collection come immediately to mind.
