Living conditions are harsh, and the Toubous have been described as living “in the poorest and most underdeveloped region of one of the poorest countries on earth.” In the early 1990s, the situation deteriorated further, when several thousand Chadian Toubous took refuge in the southern part of the region, following the coup d’état in Chad.
