The only solution to this (if the crossing has to be here) would be "demand only" traffic lights (toucan crossing).
It would be much better to incorporate the crossing with the M11/A1303w traffic lights, with a toucan crossing on the slip road coming off the M11.
But why not two toucan crossings on the M11 slip roads with cycle path connecting to the cycle path already existing on the south side of the A1303w and do away with the crossing of the A1303w altogether.
