In western Toungoo District, the SPDC now stops every truck, car, trishaw and other vehicle at multiple checkpoints along all roads, including the roads between Toungoo and Kler Lah, Toungoo and Zayatkyi, roads along the Sittaung riverbank near Toungoo, and the roads to Rangoon and Mandalay.
Such responses are extremely rare, however, and SPDC troops throughout Toungoo district are generally free to loot, steal and extort from villagers with complete impunity.
The survival of villagers in Toungoo District is becoming more and more endangered, and many say that this year is the worst year of SPDC abuse they can remember.

King Mingyinyo founded the First Toungoo Dynasty (1486-1599) at Toungoo south of Ava towards the end of the Ava dynasty.
After the conquest of Ava by Shan invaders in 1527 many Burmans migrated to Toungoo and Toungoo became a new center for Burmese rule.
Faced with rebellion by several cities and renewed Portuguese incursions, the Toungoo rulers withdrew from southern Myanmar and founded a second dynasty at Ava, the Restored Toungoo Dynasty (1597-1752).

The Burman style was further developed in the great Sulamani temple and culminated in the Gawdawpalin, dedicated to the ancestral spirits of the dynasty, whose exterior is decorated with miniature pagodas and the interior, with extremely lavish, coloured surface ornament.
King Minkyinyo (1486-1531) of Toungoo is considered the founder of the dynasty which conquered the Mohnyin Shan peoples in northern Myanmar, thus eliminating one element of the fragmentation that had existed in Myanmar since the demise of the Bagan dynasty in 1287.
The Toungoo dynasty survived for another century and a half, until the death of Mahadammayaza in 1752, but never again ruled all of Myanmar.

In 1599 Nanda Bayin's brothers, the viceroys of Toungoo, Prome, and Ava, revolted and, after inviting the king of Arakan to join in the fray, besieged Pegu, took Nanda Bayin prisoner, and dismembered the last remnants of Bayinnaung's empire.
Nanda Bayin's reign had been a series of catastrophes, but this was due less to a lack of energy and initiative on his part than to the overreaching ambition of his father, who had built an empire too large to govern.

The riots in Toungoo started near the Yantha Mosque when a group of Muslim youths that harassed a young Buddhist nun going on her alms collecting rounds clashed with a group of Buddhist youths.

While around 400 have made it to the border, there are still hundreds who are stuck in Toungoo District, Muthraw District, and Karenni State because patrols along roads and trails have blocked them from leaving the area,” the Free Burma Rangers said.

Before this time Toungoo had been an independent city-state halfway between Ava and Pegu, settled by Burmese refugees fleeing the Shan raids.
Naresuen was also involved in the attack, but he arrived too late to share in the looting of Pegu; in fact, his "allies" inflicted a nasty defeat that forced him to flee back to Siam.
The Toungoo dynasty moved its capital to Ava, where it lasted until 1752, but its kings were weak, and holding the country together was all they could do.

Villager porters continue to be forced to walk in front of SPDC soldiers down the Kler Lah-Bu Sah Kee road, and casualties from the landmines on this road are not infrequent.
No longer able to cope with the constant demands for labour, money, and food, they have opted to flee from their homes to live a nomadic life of subsistence in the jungles, where they are relentlessly hunted by roving SPDC patrols, and where if discovered they are shot on sight.
They must purchase their rice from deliveries arriving from the plains in the west of Toungoo District because they are not allowed to return to their own plantations and hill fields where they can grow their own.

Karenni have reported that the Burma Army is building a new road from Mawchi south east to Htee Lay Kee in #1 township of #2 district to serve the new Wolfram mine there.
The Burma Army has forced the villagers of #2 and # 3 townships of District 2 Karenni to relocate along the Mawchi- Toungoo road and to porter for the Burma Army as well as to build a new army camp 1 mile west of Mawchi at Kaw Ku.

Meanwhile, further reports have documented incidences of decapitation, the extensive laying of landmines in and around villages and the firing of mortar rounds at civilians in Toungoo Township.
Although the fighting is taking place less than 60 miles south of Pyinmana in some cases, the KNU believes the new capital has had little to do with the upsurge in attacks, although the bigger troop presence in the area has made skirmishes more likely.
