Keen anglers from southern Finland started to come up to western Lapland in the early 1900s, attracted by the large and plentiful fish in the region's lakes and rivers.
But only after a couple of decades of surveys, public debate, political deliberation, and the drafting of the necessary legislation, were Finland's first national parks established in 1938 – including Pallas-Ounastunturi, which by then had become very popular with independent travellers.
