Tourism is wholly concerned with self-preservation as an industry and not with the well-being of the community.
In March of 1991, during the dramatic decline of visitors to Hawaii due to the Gulf War, the Hawaii State Legislature readily allocated as an emergency measure 6 million dollars to be used by the Hawaii Visitors Bureau for television commercials on the mainland USA.
When tourism takes away the land, takes away access to the fishing grounds or the right to gather food or medicine, the Hawaiian loses a primary means of livelihood, and more important, meaning in life.

Hawaii residents want more tourism jobs, but not the hassles that come with an expanded visitor industry, according to a report released yesterday by the Hawaii Tourism Authority.
While 74 percent of residents surveyed agreed with the statement "overall, tourism brings more benefits than problems," and 51 percent wanted more tourism jobs on the island, less than half said that tourism was generally good or that it made their quality of life better.
"Hawaii residents understand and appreciate the economic benefits of tourism, although 37 percent believe that local government and the industry have not done enough to balance such benefits with problems caused by rapid growth," the report said.

These issues fortunately are being addressed in a comprehensive report updated last week called "Sustainable Tourism in Hawaii." In 2001, the Legislature authorized $1.2 million for the study, which has quietly been building elements over the last two years on a state Web site, www.hawaiitourismstudy.com.
Tourism is changing, the sustainability report notes, but not in ways envisioned even 10 years ago.
The quality of tourism -- how much we can or should grow -- will continue to be an issue of debate unless and until the market itself establishes that Hawaii has reached its "natural limit." It is at least possible that something like this is beginning to happen.
