The look of the film is excellent for its budget and its day, and the cast members on their own merits are first rate, but unfortunately, the picture simply can't live up to its own ambitions.
Tower Of London is worth seeing for fans of the actors involved, but overall, it does leave a few things to be desired.
Even though Tower Of London is a fine-looking film for its budget, it still somehow manages to be nearly devoid of a real pervasive atmosphere, something that most pictures coming out of Universal Studios during this "golden age" normally possess in spades.

But like I said, the other movie is good, too, benefitting greatly from using a generous dose of H.P Lovecraft source material as well as the usual Poe themes (though it was still marketed as a Poe film and for the most part still feels like one).

Box Office Prophets: Tower of London
Starring Basil Rathbone as the man who would be king and Boris Karloff as his right-hand henchman, Mord, Tower of London takes a more visual tack than does Shakespeare's epic tragedy, providing less insight into Richard's scheming mind but more action and romance than the literary classic.
Rathbone is also decidedly less humpbacked than the Duke of Gloucester is normally portrayed; in fact, it seems he left Mord to carry the burden of physical deformity, in this case a severe club foot.
But probably the best reason to watch Tower of London is it's an entertaining way of learning a bit about England's history, and a ripping good yarn in its own right.
