Ship model basin - Wikipedia, the free encyclopedia
A towing tank: This is a basin, several metres wide and hundreds of metres long, equipped with a towing carriage that runs on two rails on either side.
Additionally, a towing tank can be equipped with a PMM (planar motion mechanism) or a CPMC (computerized planar motion carriage) to measure the hydrodynamic forces and moments on ships or submerged objects under the influence of oblique inflow and enforced motions.
The towing tank can also be equipped with a wave generator to carry out seakeeping tests, either by simulating natural (irregular) waves or by exposing the model to a wave packet that yields the RAOs for all frequencies in one single test.

There is also a smaller towing tank with the dimensions of 40 m x 2 m x 1 m, a circulating water channel, a cavitation tunnel, and a stability tank.
The large towing tank is equipped with a numerically controlled carriage, resistance, propulsion and open-water propeller dynamometers and a wavemaker.
While the large tank is exclusively used for the shipbuilding industry projects and research purposes, the small tank is utilized for the academic studies and students training in the faculty.

It is also significant that tugs towing tank barges in coastal waters beyond the U.S. boundary line are subject to the standards prescribed by the International Convention on Standards for Training, Certification and Watchkeeping for Seafarers (STCW Convention).
Because the federal requirements respecting the phase-out of single-hull tank vessels appear in OPA 90 (Section 4115 of Title IV), under the Ninth Circuit's reasoning, the saving clause in Title I of OPA 90 (Section 1018) could be construed to validate stricter state laws on that same subject.
An examination of several selected Washington regulations applicable specifically to tank barges and the tugs that tow them reveals the extent of the state's ambition and the overlap between the state scheme and the federal regime.

Tank barge and towing industry firms, along with a few state and local governments, will incur costs primarily to purchase, install, and maintain powered emergency anchoring systems and owner/operators' choices among emergency retrieval systems on certain tank barges and in some instances, towing vessels.
Whereas we adjusted benefit calculations to reflect OPA 90- scheduled phase-out of actual tank barge capacity to approximate declining exposure and spill volume potential, we adjusted cost calculations to accommodate the phase-out of hulls rather than volume, as the purchase, installation, and maintenance of equipment required by this rule is quantified on a per-hull basis.
The costs are fairly low in comparison with the replacement cost of a tank barge, very low in comparison with the replacement cost of a towing vessel, and extremely low in comparison with the damage that could be caused by, and the liability that could result from, an accident and resultant spill.

The proposed rule would require that all transits involving towing vessels not equipped with twin-screw and twin-engine propulsion, and that are engaged in towing petroleum-laden tank barges in the navigable waters of the First Coast Guard District, employ an escort or assist tug.
It is primarily the businesses that hire the towing vessels and tank barges for transporting their goods who directly incurs the costs of this rulemaking by having to pay for the escort or assist tug.
However, some towing vessel companies, the majority of which are small entities, may be indirectly affected by the proposed rule if they can no longer provide tug service at a competitive price due to the requirement that they employ an escort or assist tug.
