TCPA began life as the Victorian Town Planning and Parks Association, which was formed in Melbourne in 1914, with Dr J. (later Sir James) Barrett the first president.

The Association adopted a new constitution and was incorporated in 1994.

Comments on the scoping of the RCEP's Environmental Planning Study
A new vision of planning is needed which builds on the radical past and the best of current practice to create new principles which are based on new ways of understanding and debating change: one which provides for a system which is able to deliver change for the better.
Planning must be reinvented so that its principles and systems focus on increasing human well being and environmental benefits, and enable people to participate in the decisions which affect their lives.
Planning in the future must be based on explicit and agreed values so that the nature of the changes that are made to our towns and cities, and the way that decisions are made, lead to changes for the better.
