The idea of a town taking the law into its own hands to rid its streets of a “town bully” was a tale of the Old West, closer to 1881 than 1981.
The dictionary defines bully as “an aggressive person who intimidates or mistreats weaker people.” After the killing, the residents of Skidmore would hear from people in other towns around the state that they would have taken care of the likes of Ken McElroy a long time before Skidmore did.
The town needed to stick together against a criminal justice system that had failed it miserably in the past.

Biff H. Tannen is a fictional character in the Back to the Future films -- he acts as the town bully and opposes the hero of the series, Marty McFly.
Biff was born on March 26th, 1937 in Hill Valley, California, and lives with his grandmother, Gertrude Tannen, at 1809 Mason Street in Hill Valley - the fate of his parents is unknown.
By 1985, Biff was still bullying George, only as his supervisor rather than the school bully, and still lusting after Lorraine, who had married George.
