Towns were often "free", in the sense that they were directly protected by the king or emperor, and were not part of a feudal fief.
In monarchies, the charters is still often a royal charter given by the Crown or the state authorities acting on behalf of the Crown.
In the United States, such charters are established either directly by a state legislature by means of local legislation, or indirectly under a general municipal corporation law, usually after the proposed charter has passed a referendum vote of the affected population.

 Portsmouth Herald Local News: Seabrook selectmen won’t authorize attorney to defend town charter
The law says that no town official is allowed to decide a case in which he or she is an interested party.
John Anthony Simmons, Seabrook’s town attorney, is on a retainer paid by town funds on a quarterly basis.
Welch added that Town Clerk Bonnie Fowler; Supervisors of the Checklist Bruce Brown, Gary Fowler and Richard Fowler; and Town Moderator Paul Kelly can ask the town to pay for an attorney if they seek legal counsel during the recall process because they are town officials listed as interested parties in the case.

  Town Charter
This charter shall be the organic law of the town in the administration of its local affairs.
He shall establish and be responsible for the administrative and personnel policies for town offices and employees, with the approval of the Board of Selectmen, and shall execute or cause to be executed the town ordinances, regulations, resolutions and policies voted by the Board of Selectmen.
The proposed town budget may include a contingency fund established in accordance with the general statutes and, an appropriation to any fund for capital and non-recurring expenditures which may be established in accordance with the general statutes, and may provide for the payment of any part of the debts of the town.

The town administrator shall be chosen by council solely on the basis of his executive and administrative qualifications with special reference to his actual experience in, or his knowledge of, accepted practice in respect to the duties of his office as hereinafter set forth.

All records of the town and all meetings of the Council, boards, committees, commissions, authorities or other municipal bodies shall be open to the public, and their minutes and other records shall be available to the public in accordance with the provisions of the Right-to-Know Law, as amended.
Upon adoption, the Official Charter, duly authenticated by affixing the signatures of all members of the Charter Commission and the Board of Selectmen and the Town Clerk and affixing the Town Seal, shall be filed with the Town Clerk and remain in the Town Clerk's office as the Official Charter of the Town of Durham.
By adoption of this Charter, the voters and the Town of Durham expressly repeal and rescind the previous adoption of the provisions of the Municipal Budget Act.

 Portsmouth Herald Editorial: York town charter gives the people the final word
The action is necessary because the York Budget Committee, by not even allowing the town to vote on the proposal, ignored the feeling of a large group of voters who want to protect open space.
That is in direct conflict with the concept of the town's home-rule charter.
It wasn't the Open Space Committee that let the people down, it was four members of the Budget Committee who forgot that the town's charter, under which they are supposed to be operating, is meant to give the final word on these kinds of issues to the people.

This amendment shall be known as the Revised Charter of the Town of Ponce Inlet of 2001 and shall be the primary authority for the structure and operation of the government of Ponce Inlet, Florida.

 North Andover:First steps being taken to review town charter
An informational meeting last week at Town Hall took some residents by surprise when they showed up to have a discussion about the town government and saw people leaving with petitions - the first step in a long process of deciding whether the town wants to change its form of government.
From what she has seen over five years attending town meetings, she doesn't think enough people have the time to devote to researching the issues, or even to attend the meetings.
If the petition gets the question on the ballot, either this March or a year from this March, and passes, the charter commission will take at least 18 months to study the issue and come up with a recommendation that ultimately goes to a townwide vote.

 Wakefield (Massachusetts) Town Charter
The Town Administrator shall be the chief administrative officer of the Town and shall be responsible to the Board of Selectmen for the proper operation of Town affairs for which the Town Administrator is given responsibility under this charter.
The Town Accountant may be removed by the Town Administrator for cause, and the vacancy filled in the same manner as an original appointment for the remainder of the unexpired term.

As of this writing our Charter Commission is in the process of soliciting public input for the purpose of revising the Charter.
Periodic revision is in fact called for in the Charter itself, even if it were not for the fact that changes in Lincolnville make some revisions warranted.
