I imagine the ones about "hellion Jews" could be construed to be potentially offensive, certainly enough to have tiles deliberately removed.
The vast majority of them are of the "TOyNBEE IDEAS IN KUbricK's 2001 RESURRECT DEAD ON PLANET JUPiTER" variety, which causes little concern.
Indeed, Philadelphians who work downtown, (including myself), are so used to seeing these things, (vaguely, since they are now so worn away), that one often has to point out to them that they are a "mystery" before they give them a second thought.

Then there are variations such as colored borders- sometimes with text within it- and some that don't involve any of these themes and look like public displays of paranoia (see the intersection of E. 47th Street and 5th Avenue, for example).
I believe one of them even had a tiled effect within the letters themselves (couldn't investigate too much due to traffic!).

Around the U.S. - indeed, around the world - people have found "tiles" embedded in the streets bearing cryptic messages referring to Arnold Toynbee, Stanley Kubrick, the film "2001: A Space Odessey" and the dead being ressurected on planet Jupiter.
I first saw one of Cincinnati's two Toynbee tiles probably around 1999, and didn't think twice about it until a local free paper did a small write-up on them a few months ago.
If anyone knows of other sites, has seen the tiles, or has any thoughts to share on this subject, I'd love to hear from you.
