The table of the pronunciations of the kanji was published in 1948 and the list of characters in 1949.

Thus in 1981, the Ministry for Education decided to revise the toyo kanji with a more flexible objective, which brought the publication of the jōyō kanji, rendering the tōyō kanji obsolete.
That for the technical terms, it is desirable to use the tōyō kanji as bases and to carry out arrangements necessary (the objective is not here to issue that it is necessary to stop the use of all the kanji and to replace them by hiragana, this choice being left with the specialist in question.

Gakushu Kanji is a subset of Joyo Kanji.
Jinmei-yo Kanji, on the other hand, had to only appear in JIS Levels 1 or 2, so that is why 4 kanji were appended in 1983, and 2 more in 1990.

However, I wasn't too sure about the 'Applications and limitations' [capitalise 'limitations' too?] section, especially the sense of the parts of the text in brackets - I wasn't sure if it was meant to be the wording of the Japanese book, or a commentary by the author of the wikipedia text.
Another heading also mentions the 1850 toyo kanji - does this make sense if it was introduced in 1946?
I'm not an expert on your other issues, but I can help on your last question -- the 1850 refers to the number of kanji, not the year of introduction.

Kanji are for the most part Chinese characters that were adapted into the Japanese language.
A Kun reading of a kanji is the Japanese reading, and is often the Japanese word that is closest to the Kanji's original meaning.
To look up a kanji in a dictionary, you need to know a few things about it, mainly (if you don't know the pronunciation of it) you need to know how many strokes it has, or which radicals is it composed of.

In modern times, when Kanji are used in a word of native Japanese origin, the pronunciation of that character is called a Kun-yomi "reading", and is usually followed by an inflectional stem written with Hiragana script known as the Okurigana (or kana which follow).
A little contemplation of this situation should shed some insight as to the reason why Kanji alone usually have Kun-yomi readings, and Kanji in compounds usually have On-yomi readings.
Pure phonetic characters, established as a sort of Kanji syllabary used to express verb inflection before the invention of the Kana.

Then, when you select one from the list, it will show you not only the transaltions, reading and other data, but also all combinations in which the selected kanji is present, however only those that are made of kanjis in your personal list.
So each time you add a kanji to your presonal list, the list of available combinations for all other kanji are expanded and you can have more combinations to use as examples.

I have included 109 katakana, 109 hiragana, the 1,850 Toyo Kanji, 28 substitutions recommended by the Japanese Press, 92 kanji recommended for proper names, and some characters that where available and maybe useful.
There is no reason to have 2,500 kanji in their computer for this type of work.
Some artists used variations of kanji for some of their signatures, and I shall include some of these.

I was writing in kanji after the first month of studying and I used very little Romaji using these teacher's methods.
If you are interested in learning to just recognize kanji for a quick trip to Japan there are other books written just for that purpose.
From using this book with their other textbooks I was able to recognize and write 5000 kanji (I also used a kanwajiten).So I really recommend this book as a great place to start when you are ready to begin writing and reading in Japanese.

Second, aside from kanji, the book is almost entirely written in romaji, which is no help to learning Japanese and makes for more difficult searching of individual kanji.
It is a dictionary of the Toyo Kanji, kanji considered "standard education" by the Japanese ministry of education and required knowledge to pass high school.
However, it is a great kanji dictionary for students and it has yet to fail me. Therefore, I give it 5 stars for serving this purpose well.

It lists 2000 Kanji that it deems "essential," which are roughly the same Kanji as the Joyo Kanji that the Japanese Ministry of Education has deemed "essential" for reading Japanese (although this book was roughly based on the earlier Toyo Kanji set, from which the Joyo Kanji set was developed).
Each Kanji is written in beautiful calligraphy and in what appears to be ballpoint pen, which shows one the beauty of each character while showing how the non-calligraphers of us should draw each Kanji.
The kanji are arranged in a fashion that allows you to easily understand the meanings of radicals and their combination meanings.

When you try to form images in your mind and create stories in order to remember the kanji, it is NOT a good idea to have vague images as primitives (core writing strokes).
So I should be able to recognize the meanings of all common use kanji by early August.
Traditionally, from Toyo's website, about 20 or so foreign exchange students are accepted.
