Transits of the "heavy" outer planets are very much more significant in that they spend more time hovering over a particular area of a chart.
A transit of one of the outer planets doesn't necessarily have to hit a natal planet for its effect to be felt.

Transits of Venus were found to be important when Edmund Halley (1656-1743) demonstrated that they could be used to measure the distance to the Sun with some precision.
While a reasonable value for the distance to the Sun was obtained through observations of transits, astronomers soon found other methods to measure the distance with even greater precision, primarily through careful measurements of the positions of asteroids, and Mars.
