This government shall be constituted in accordance with a process of extensive deliberations and consultations with cross-sections of the Iraqi people conducted by the Governing Council and the Coalition Provisional Authority and possibly in consultation with the United Nations.
This government shall exercise authority in accordance with this Law, including the fundamental principles and rights specified herein, and with an annex that shall be agreed upon and issued before the beginning of the transitional period and that shall be an integral part of this Law.
Neither the Iraqi Transitional Government nor the governments and administrations of the regions, governorates, and municipalities, nor local administrations may interfere with the right of the Iraqi people to develop the institutions of civil society, whether in cooperation with international civil society organizations or otherwise.

 Talks On Transitional Government In Liberia Gain Momentum
The move is in keeping with the cease-fire agreement signed between the Liberian government and the two rebel groups on Tuesday which calls for the formation of such a government within 30 days after the signing of the agreement.
According to the reports, the new transitional government is expected to include representatives of the country’s 18 registered political parties; the two rebel groups, LURD and MODEL, and the Cabinet members of the incumbent Taylor-administration.
It is not clear as to which group will head the proposed government, but reports monitored suggest that whosoever that will head the government will not be allowed to contest the pending general and presidential elections.

The Security Council this afternoon welcomed the 1 November inauguration of Burundi’s Transitional Government and called on all Burundians to support it and work together to ensure that broad-based and inclusive Government success in fulfilling its functions, in accordance with the agreements that had led to its establishment.
