Hungary, Transylvania, Slavonia, and Croatia constitute Transleithania, which also has a complete legislature (Reichstag) composed of two houses, and its own responsible ministry.
The two separate legislatures must provide and pay over the balance of the sums as voted by the delegations, in the proportions which they must separately agree upon, and which, under the compromise now expiring, was 68.8 per cent.
All taxes are separately voted, as they may separately disbursed, by Cisleithania or Transleithania, each in its own jurisdiction.

By 1815, Dalmatia was taken by the Austrian Empire.
After the Revolutions of 1848, the Croatian population of Dalmatia increasingly urged unification with Croatia (as it was after the fall of Venetian Republic, see the request of general Rukavina) which was controlled by the Hungarian (Transleithania) part of the then Austro-Hungarian Empire.
In the First World War, the Austrian Empire disintegrated, and Dalmatia was again split between the Kingdom of Serbs, Croats, and Slovenes (later the Kingdom of Yugoslavia) which controlled most of it, and the Kingdom of Italy which held small portions of northern Dalmatia around Zadar.

Bosnia-Herzegovina formed a separate part of the Empire, and was jointly administered by both halves.
The dominant ethnic group in each half of the Empire constituted a minority in the area which it controlled: Germans numbered only some 36% of Cisleithania's population, and Magyars slightly under a half of Hungary's.
Linguistically, German was the dominant, official language of Cislethania and Hungarian and Latin of Transleithania.

The author then moves to the Millennium of 1896, which he designates both a cultural point of reference and a line of separation between Cisleithania and Transleithania.
The Millennium did not, however, meet with unanimous support from all of the people of Transleithania, as the protests of Croatian students in Prague made clear.
In his discussion of Hungary and the Habsburgs, the author notes that 1896 was not only the year the foundation stone was laid for a memorial to Stephen I, the first Hungarian king; it was also the year that the famous monument of Maria Theresa was unveiled in Pozsony/Pressburg/Bratislava.

How to Learn from Charles Ingrao's "Untaught Lessons"   (Site not responding. Last check: 2007-10-14)
A multinational state made up, as Ingrao suggests, of the former eastern half of the Habsburg Monarchy, would have been totally unviable even in the nineteenth century, when the exiled Lajos Kossuth dreamed of such a thing and when no one would listen to him in his own country.
After all, what kept Slovaks, Hungarians, Serbs, Croats, Bosnians, and Romanians halfway in line in Transleithania or the Lands of the Hungarian Holy Crown was that they derived great benefits from their region's association with the Western, Austrian half of the Monarchy.
Ingrao himself counts out the Austrians, Czechs, Slovenes, and Poles from his calculation, that is all those who once lived in Cisleithania.
