And then thirdly I'll try to explain why the Fund's role in transparency is to some extent limited and that in a very deliberate way we have tried to set this initiative up as something that other organisations and other people could seize upon and build upon in its different dimensions.
I should have made clear at the beginning that while obviously this question of markets and the influence that they have is important, the fundamental reason for transparency is of course internal accountability between governments and their electors, between governments and their legislature, between officials and their ministers that they work for.
Transparency is not about trying to impose some particular set of judgements about the priority that should be followed.

For the purposes of this document, "transparency" refers to the original Internet concept of a single universal logical addressing scheme, and the mechanisms by which packets may flow from source to destination essentially unaltered.
The causes of this loss of transparency are partly artefacts of parsimonious allocation of the limited address space available to IPv4, and partly the result of broader issues resulting from the widespread use of TCP/IP technology by businesses and consumers.
In particular, the decline of transparency is having a severe effect on deployment of end-to-end IP security.

Transparency should also be a condition of resource-backed loans from private banks.
The monitoring of revenues could be improved by amending the operational parameters of the World Bank and the IMF to mainstream revenue transparency across their lending and technical assistance portfolios, by making it a condition of all aid and loans, and national poverty reduction strategy consultations.
But without transparency, there can be no accountable government, and efforts to ensure that resource revenues are well spent are likely to fail, with the effect of deepening poverty, instability, conflict and state failure.

Think of transparency as looking through a window - on the other side of the window is the band; with a transparent system you can easily see the band and watch them play in full detail, however, with a dirty window (less transparency) it is more difficult to make out the band and the details.

 The Transparency of Experience
But the naïve realist may claim that we should explain the phenomenal transparency in terms of the objects of perception, and not in terms of the experience's representational content: the objects have actually to be there for one to have the experience, and indeed one may claim that they are constituents of the experiential situation.
My claim will be that there is an analogue to the phenomenal transparency and immediacy of visual experience in the case of visualising, and this aspect of visualising is as hard for the intentional theory to explain as the phenomenal transparency of experience is for a sense-datum theory to explain.
The transparency argument provides only limited support for such a view: that a few choice examples of visual experience do not definitely reveal the presence of qualia or sense-data does not show that no experience possesses qualia or involves the awareness of sense-data, yet this latter claim is what pure intentionalists are committed to.
