 THE MCKINNEY HOMELESS ASSISTANCE ACT
The McKinney Homeless Assistance Act "McKinney" is a federal law that requires all homeless youth to have access to the same free and appropriate public education that is provided to all other children.
Young children between pre-school age and seven years or children who cannot be transported on regular transportation, specialized transportation from the child's temporary residence to the school of origin shall be provided until the end of the school year.
Homeless children with special needs who wish to continue to attend their original school (even though temporarily residing in another district) and who have transportation written into their Individualized Education Plan must be transported from their temporary residence to their school of origin until the end of the school year.

SUMMARY: Section 319 of the Surface Transportation and Uniform Relocation Assistance Act of 1987, directs the Urban Mass Transportation Administration (UMTA), by delegation from the Secretary of Transportation, to issue regulations requiring pre-award and post-delivery audits of rolling stock purchases made with Federal financial assistance under the Urban Mass Transportation Act of 1964, as amended.
Because Congress was concerned about the quality of mass transportation equipment purchased with Federal financial assistance, and the inspection and verification procedures used in the procurement process, the Surface Transportation and Uniform Relocation Assistance Act of 1987, Pub.
Section 12(j) requires the Urban Mass Transportation Administration, by delegation from the Secretary of Transportation, to issue regulations requiring pre-award and post-delivery audits when a recipient of Federal financial assistance purchases rolling stock with funds made available under the Urban Mass Transportation Act of 1964, as amended.

Title II: Measures to Assist Victims of Apartheid - Amends the Foreign Assistance Act of 1961 to earmark a specified amount of the education and human resources development assistance funds for each of FY 1987 through 1989 to finance education, training, and scholarships for the victims of apartheid.
Requires priority to be given, in providing assistance for disadvantaged South Africans, to working with and through South African nongovernmental organizations whose leadership and staff are selected on a nonracial basis and which have the support of the disadvantaged communities being served.
Amends the Foreign Assistance Act of 1961 to earmark a specified amount of Economic Support monies for assistance for disadvantaged South Africans, with a specified amount of such earmarked funds allocated for training programs for South Africa's trade unionists.
