The National Transportation Safety Board (NTSB) is a U.S. government independent organization responsible for investigation of accidents involving aviation, highway, marine, pipelines and railroads in the United States.
The board has five members, one of whom is designated the chairman by the U.S. President and then approved by the U.S. Senate for a fixed 2 year term.
Organization within the Board is composed of separate suboffices for highway safety, maritime safety, aviation safety, railroad and hazardous material investigations, research and engineering, recommendations and communications, academy and administrative law judges.

The National Transportation Safety Board is charged by Congress in accordance with Title VII of this Act with the responsibility of investigating civil aircraft antecedents and to report the facts, conditions, and circumstances relating to each accident and probable cause thereof.
The Board cannot assume responsibility for the recovery of bodies, crowd control for the purposes of public safety, the recovery and removal of wreckage that may constitute a public danger or nuisance, or normal police, fire, and rescue services.
Today the Safety Board believes that briefing news personnel factually during the on-site investigation of an aircraft accident should be a normal operational part of that investigation.

 National Transportation Safety Board - Safety Recommendation
The recommendation is derived from the Safety Board’s investigation of an October 13, 2001, work zone accident1 involving a school bus that plunged off the West Papillion Creek Bridge in Omaha, Nebraska, and is consistent with the evidence it found and the analysis it performed.
The National Transportation Safety Board determined that the probable cause of this accident was the failure of the Nebraska Department of Roads to recognize and correct the hazardous condition in the work zone created by the irregular geometry of the roadway, the narrow lane widths, and the speed limit.
The Safety Board concluded that some emergency exit levers and signage were obstructed and not clearly visible and may have hindered the evacuation of the bus after the accident.

The board wants states to block use of cell phones by young drivers with learner's permits or licenses that limit the hours they can be on the road.
The safety board also recommended a U.S. ban on cell-phone use by train crews, after a separate investigation of a May 28, 2002, head-on collision of two Burlington Northern Santa Fe Corp. trains that killed one worker.
