Transportation planning - Wikipedia, the free encyclopedia
Transportation planning is the field involved with the siting of transportation facilities (generally streets and highways and public transport lines).
Transportation planning historically has followed the Rational Planning model of Defining Goals and Objectives, Identifying Problems, Generating Alternatives, Evaluating Alternatives, and Developing the Plan.
Within the rational planning framework, transportation forecasts have traditionally followed the sequential four-step model or urban transportation planning (UTP) procedure, first implemented on mainframe computers in the 1950s at the Detroit Area Transportation Study (DATS) and Chicago Area Transportation Study (CATS).

 Transportation Planning
Transportation planning in each state and metropolitan area sets priorities for projects to be funded, determines how much money will go to transit vs. roads, and sets standards that will determine how your community's mobility for decades to come.
Transportation planning and funding was tied to air quality standards, and regions with poor air quality had to go through more steps and had less flexibility in how they spent federal dollars.
Plans can be challenged for failing to meet air quality standards, but not for failing to meet the mobility needs of the people in the region.

 MWCOG.org - Transportation - TPB
The federally mandated metropolitan planning process requires all MPOs across the country to produce two basic documents—a long-range plan, which in the Washington region is called the Financially Constrained Long-Range Transportation Plan (CLRP), and a Transportation Improvement Program (TIP), which lists projects and programs that will be funded in the next six years.
While federal law and regulations drive much of the region’s regular transportation planning activities, the TPB has also developed a policy framework—known as the Vision— that is intended to guide the region’s transportation investments in the new century.
The agencies that implement transportation projects—the states, the District of Columbia, the regional transit authority and others—must show that the goals of their projects are consistent with the Vision.
