This problem is an example of a transportation problem.
Transportation problems are often used in, surprise, transportation planning.
In general, the transportation model is concerned with distributing (literally or figuratively) a commodity from a group of supply centers, called sources to a group of receiving centers, called destinations to minimize total cost.

For the combined land-use and transportation model for work trips problem, a new bilevel programming model is established to find the maximum work trip generation and the corresponding heuristic algorithm is proposed.

My other main point is: a monorail would be more a city development rather than a solution to a transportation problem.
The real “problem” is the lack of options to getting stuck in traffic at certain times, but to be honest, living and working in Seattle, I rarely have a real problem with traffic.
