It was one of the four southern Dalmatian Slavic duchies, other three being Narenta (Pagania), Zahumlje and Travunia that weren't united under either Croatia to the northwest or Rascia (Serbia) to the northeast.
Duklja was populated by Christians of the Latin Rite and was initially usually under the suzerainty of the Byzantium or of Bulgaria up to the 11th century when the dukes of Duklja started having noticeable success in their struggle for independence.
Starting in 1036, Dobroslav, also called Stephen Vojislav, who was a descendent of both Serbian (from Travunia) and Croatian royal families, liberated Duklja from the Bulgarians for a short period.

Zeta, thus, was the first of the South Slav states to be recognized as a sovereignty by Byzantium and this began the thousand year history of the Montenegrin state.

The establishment of cordial relations between the Roman cities and the Croatian dukedom seriously began with the reign of duke Mislav (835), who signed an official peace treaty with Pietro, doge of Venice in 840 and who also started giving land donations to the churches from the cities.
The southern duchies of Pagania, Zahumlje, Travunia and Doclea were self-ruled by their Slavic population that was mixed pagan and Christian, and had both Croat and Serb population, and was thus often contested between Croatia to their northwest and Raška; (the main Serbian state) to their northeast.
Some historians have referred to the parts of Dalmatia under Croatia as White Croatia and to the southern duchies as Red Croatia.
