Lutheran Church–Canada: The Book of Concord – Treatise on the Power and Primacy of the Pope
Besides, the biblical arguments the opponents used to justify the particular power and primacy of the pope prove to have a broader significance than simply being related to popes.
The exercise of this power has caused horrible darkness to descend over the church, and obscured faith and the cause of Christ Contrary to the third claim, Scripture and the canons teach disobedience to heretical popes.
The evangelical churches, therefore, should not recognize the bishops who are adherents of the pope as bishops because of their impious doctrines and refusal to ordain evangelical pastors, the tyrannical exercise of jurisdiction that they have wrested from pastors, and finally, their corruption.

The Book of Concord -- The Treatise on the Power and Primacy of the Pope
For it is impossible for one bishop to be the overseer of the churches of the whole world, or for churches situated in the most distant lands to seek ordination [for all their ministers] from one.
Therefore, since such superiority [which the Pope, contrary to all Scripture, arrogates to himself] is impossible, and the churches in the greater part of the world have not acknowledged [nor made use of] it, it is sufficiently apparent that it was not instituted [by Christ, and does not spring from divine law].
The errors of the Pope are manifest and not trifling.

 The Book of Concord
The Catechisms and the Smalcald Articles came from the pen of Martin Luther; the Augsburg Confession, its Apology, and the Treatise were written by Luther's co-worker, the scholarly Phillip Melanchthon; the Formula of Concord was given its final form chiefly by Jacob Andreae, Martin Chemnitz, and Nickolaus Selnecker.
On June 4, 1536, Pope Paul III announced that a council would be held in Mantua beginning May 8, 1537, to deal with the concerns of the Protestants.
The Treatise on the Power and Primacy of the Pope was prepared by Melanchthon at the Protestant meeting at Smalcald in 1537 where Luther's articles were to be discussed but, partly because Luther became ill, were never publicly presented to the assembly.

Moreover, it is manifest, in the first place, that the Pope rules in the Church, and by the pretext of ecclesiastical authority and of the ministry has established for himself this kingdom.
Therefore let the godly consider the great errors of the kingdom of the Pope and his tyranny, and let them ponder, first, that the errors must be rejected and the true doctrine embraced, for the glory of God and to the salvation of souls.
Therefore, even though the bishop of Rome had the primacy by divine right, yet since he defends godless services and doctrine conflicting with the Gospel, obedience is not due him; yea, it is necessary to resist him as Antichrist.

Pope Innocent VI (quoted in the Encyclical, "AEterni Patris", of Leo XIII) declared that, with the exception of the canonical writings, the works of St. Thomas surpass all others in "accuracy of expression and truth of statement" (habet proprietatem verborum, modum dicendorum, veritatem sententiarum).

This means that the Gospel (including the sacraments) does not receive its power or validity from the office holders, from church bureaucracies, or from proper transmission or ordination rites.
The power of the keys or of the church or of bishops (these terms are used interchangeably) is exercised only by preaching, teaching, absolving and retaining, and administering the sacraments.
One is that the Keys of the kingdom belong not to particular persons or to pastors only, but to the church as such, “originally and immediately.” The church is the Bride of Christ, and therefore the rightful owner, together with Her Divine Husband, of all spiritual treasures.

Luther’s doctrine of the pope as anti-Christ had nothing to do with the personal holiness (or lack thereof) of whatever man currently held the papal chair.
It was this, and simply this: that the pope sat in the church, teaching and commanding obedience apart from the word of God, and proclaiming that obedience to his commands were necessary for salvation.

As a result of his contradictions, this pope has deeply polarized the church, alienated it from countless people and plunged it into an epochal crisis -- a structural crisis that, after a quarter century, is now revealing fatal deficits in terms of development and a tremendous need for reform.
It was not the personal style, the idiosyncratic predilections, or even the morality of individual popes that riled the 16th century reformers.

As in the two natures of Christ, when the attributes of the Deity are communicated to the humanity of Christ, the Hyper-Euro-Lutherans believe that at their ordination there is a transference of spiritual power from God to the humanity of the pastor.
However, the Confessions also teach that ordination may be called a sacrament if the idea of "sacrament" refers to the Gospel preached by the pastor, not the man himself.
