Not to be confused with the European Union (EU), the Western European Union (WEU) is a partially dormant European defence and security organization, established by the Brussels treaty of 1948 and composed of those states who were members of both NATO and the EU (except Denmark) before the latter expanded in June 2004.
The Treaty of Brussels was signed by the United Kingdom, France, Belgium, Luxembourg, and the Netherlands on March 17, 1948.
The Petersberg tasks, declared by the WEU in 1992, were incorporated in 1997 into the treaty of Amsterdam of the EU, forming the basis of the European Security and Defence Policy which frames a common policy to deal with humanitarian and rescue, peacekeeping and tasks of combat forces in crisis management, including peacemaking.

Signed on March 17, 1948 between Belgium, Britain, France, Luxembourg and the Netherlands, the Brussels Pact was similar to NATO in the sense that it promised a mutual defence against any aggression from any quarter.
The Soviet Union was seen as a particular threat, and the capitulation of power in Prague, on February 22, to the Soviets, had had a major impact on France's joining.
There was rapid response to this idea, and secret meetings had already begun by the end of March, where American, Canadian and British officials negotiated over the concept.

Eventually, by the Treaty of Brussels of 22 July 1975, Parliament obtained the right to reject the budget and to grant the Commission a discharge for implementing the budget.
The negotiations failed on three objections: uncertainty as to the place of the United Kingdom, disagreement on the issue of a European defence system aiming to be independent of the Atlantic Alliance, and the excessively intergovernmental nature of the institutions proposed, which was likely to undermine the supranational aspect of the existing Community Institutions.
The draft Treaty was adopted by a large majority on 14 February 1984.

This was formalized by the Paris Agreements, signed in October 1954, which amended the Brussels Treaty, creating the Western European Union (WEU) as a new international organization.
The Treaty established a common foreign and security policy, which was to "include all questions related to the security of the European Union, including the eventual framing of a common defence policy, which might in time lead to a common defence".
-In 1997, with the conclusion of the Amsterdam Treaty revising the TEU, the WEU was drawn closer to the EU.

The 15 EU ministers hoped their action would prod other nations that signed the accord, such as the United States, to ratify it before a U.N.-sponsored summit on sustainable development in August in South Africa.
"This means that the EU will complete the ratification (of the Kyoto treaty) by June 1," said European Commission spokeswoman for environmental affairs Pia Ahrenkilde-Hansen after EU environment ministers agreed to ratify the pact.
In a draft statement, the EU ministers agreed to set the new emission cuts "at the latest"' before Dec. 31, 2006, when the global accord is to go into effect.
