He was born in London on 7 June 1770, he was the only child born to Charles Jenkinson, first Earl of Liverpool and his first wife Amelia Watts.
It was as Foreign Secretary in Addington's ministry that Liverpool negotiated the short-lived Treaty of Amiens, which was signed with Napoleonic France on 27 March 1802.
Thereafter, a peace treaty was concluded with France and Liverpool decided to end the war against America: the Treaty of Ghent was signed on 24 December 1814.

This Treaty of London (among many others) was signed by the United Kingdom, France, and Russia on July 6, 1827.
The allied powers had mainly wanted this treaty to cause the Ottoman Empire (the true name of Turkey at the time) to create an independent Greek state.
It stated that while Turkey should recognize the independence of Greece, the Sultan of the Ottoman Empire would be the supreme ruler of Greece.

On 23 June 1827, Ibrahim attacked to the Megha Spilaeon Monastery near Kalavryta, but faced strong resistance from the monks and villagers who had gathered inside with their families.
The Sultan was infuriated when he was informed about the loss of his fleet, and his open opposition to the Treaty of London, caused the departure of the three ambassadors from the Ottoman capital, on 26 November 1827.
The Sultan never accepted the Treaty of London of 1827, and insisted stubbornly that the war could be ended only by the Greeks (rayas), returning to their allegiance to the Sultan.

In April of 1827 a national assembly met at Damala/Troezene (in the southern Argolid) and elected Kapodistrias as kyvernitis (governor) of Greece for a seven-year term.
The Treaty of London had not actually created an independent Greece, since it was still assumed that Greece would still be under Ottoman suzerainty.
The continued growth of Russian power, and the Treaty of Adrianople (September 1829) by which the Russo-Turkish was ended, with significant gains for Russia, caused England to favor creation of a truly independent Greece.

 BHC0623 : The Battle of Navarino, 20 October 1827
It took place when French, Russian, and British ships destroyed a Turkish or Ottoman-Egyptian fleet in the bay of Navarino - now known (both bay and town) as Pylos - on the west coast of the Greek Peloponnese.
Consequent to the signing of the Treaty of London in 1827, the signatories Britain, France and Russia were all committed to enforcing peace in the Archipelago and although Greece agreed to an armistice Turkey did not.
Vice-Admiral Sir Edward Codrington, the Mediterranean Commander-in-Chief therefore tried to prevent the Turks supplying their troops in Greece.
