 Arduinna's Stargate SG-1 Handbook: Pangarans
Tretonin didn't work as well as it should, and the Pangarans were incapable of refining it further, despite years of trying.
The government had been holding the Tok'ra queen, Egeria, " prisoner" to produce as many symbiotes as possible, to be turned into tretonin, unaware that she wasn't simply a Goa'uld.
They were using her for medical experiments for about 50 years, and using her to breed symbiotes for tretonin for 30 years of that.

At the time, the Pangarans had been using "tretonin" for 30 years, and Tagar was one of the 20% of the population using the drug.
Tretonin was a drug, manufactured from goa'uld symbiotes, that acted as a universal health drug, Unfortunately, the drug completely supplanted the immune system, leaving the Pangarans who used it dependent on it for survival.
However, the goa'uld queen being bred for symbiotes from which to make tretonin was dying, and they needed a new source of symbiotes.

This effectively makes a tretonin user dependent on the drug for the rest of his or her life.

Tretonin - StargateWiki   (Site not responding. Last check: 2007-10-09)
When Egeria died, Tok'ra scientists began work on synthesising tretonin for very good reason: while its effects are short-term and require regular injections, tretonin enables a Jaffa to not only survive, but live a normal life (by human standards) without a symbiote.
The death of one of the Ha'ktyl warriors involved in the clinical trial conducted by Dr. Janet Fraiser at the SGC, Mala, revealed that tretonin is not a universal panacea to the Jaffa.
However, if the drug can be refined and manufactured in sufficient quantities, tretonin could be the answer the Tok'ra have long sought to ending the mutual interdependency of Goa'uld and Jaffa, freeing the slaves from their 'gods' and thus ending Goa'uld military dominance.

Tretonin is a drug derived from a special processing of Goa'uld symbiotes.
A tretonin user must take a dose once a week or begin losing 1 point of BODY every three days that cannot be recovered until tretonin doses are resumed or, in the case of a Jaffa, a prim'tah is acquired.
Many rebel forces still refuse to take tretonin because of its lesser benefits, preferring to continue to use symbiotes and simply killing and replacing the prim'tah before it reaches maturity.

 Neith - StargateWiki
When SG-1 introduced the group, under the leadership of Ishta, to tretonin as an alternative to their dependence on symbiotes, Neith was suspicious.
It was during the preparation of ripping the symbiote out of the pouch of a dying Jaffa who said that he "died free" that Ishta realized that they were killing their brethren who wanted freedom from the Goa'uld as much as they.
Neith was injured in the raid and her symbiote was killed and Nesa had to persuade her that she needed to try the tretonin so that she could teach her to become a great warrior.

Ultimately, are the Jaffa Doomed? - GateWorld Forum
what if once a jaffa starts using tretonin and then they have children the genetic flaw, (not really a flaw since it is planned but it is bad) that causes them to lose their immune system isnt passed on and the new jaffa dont need goauld or tretonin.
now coupled with their knowledge of making synthetic tretonin and the way that tretonin can be made biologically maybe it would be possible for them to fix the jaffa so that they can produce tretonin naturally in their bodies.
Perhaps in the generations to come, whatever the tretonin is doing for them will be passed down so that eventually those children will not have the need for it.

For the last 30 years of that, she was used to breed symbiotes that the Pangarans used to create tretonin, a medicine that rendered them impervious to all ailments.
When she discovered that it was Egeria being used to breed the symbiotes for the medication, and that the Pangarans were unlikely to let her go because of how many of their people would die without tretonin, she broke into the manufacturing facility and offered her host to her queen, sacrificing her own life.
