Trevor Manuel was born in Cape Town in January 1956 the son of an employee ofthe Cape Town City Council.
However, Manuel's ban was lifted on 25 March 1986 after it was ruled that it was not in line with the provisions of the Internal Security Act.
At the ANC's 1991 national conference Manuel was elected to the NEC subsequently became a member of the NWC.

Mr Manuel told parliament that growth was likely to have been 5% in 2005 - up from 4.5% the year before, but still short of the 6% he says is needed to meet the government's targets.
One result, Mr Manuel said, was a sharp cut in the amount South Africa has to pay in borrowing costs, to 2.7% of GDP.

It seems Trevor Manuel heard the property market's secret wishes for a property friendly budget and once again he has delivered.
According to Finance Minister Trevor Manuel's 2006/07 Budget tax proposals, the exempt threshold for transfer duty "will be increased significantly from R190 000 to R500 000, and the second threshold from R330 000 to R1m".
Also as part of the 2006 Budet, Manuel proposed increasing the estate duty exemption to R2.5m from R1.5m currently, and lifting the annual donations tax exemption to R50 000 from R30 000, both effective from March 1 2006.

Mr Manuel was elected a Member of Parliament in South Africa's first democratic elections, and in May 1994, he was appointed Minister of Trade and Industry.
In 1994 Mr Manuel was selected by the World Economic Forum as a "Global Leader for Tomorrow", appointed to the Advisory Committee of the UN Initiative for Trade Efficiency, and awarded the Africa Prize by the German Africa Foundation.

Johannesburg, 23 February 2005: Finance minister Trevor Manuel would like to throw out over 60-years worth of anti-avoidance precedent on the basis that SARS is not happy with the manner in which the legislation has been interpreted by our courts.
Manuel told parliament today that the current general anti-avoidance rule pertaining to income tax contained in section 103 of the Income Tax Act would be reviewed.
In his comments in “Revenue trends and tax proposals” the minister had indicated the need to review the current anti-avoidance provisions on the basis that they are based on “antiquated notions of legal form and intent” which are further exacerbated by “judicial interpretation”.
