Triat (World of Darkness) - Wikipedia, the free encyclopedia
Dwelling in and eternally fighting for control of the Umbra (or spirit world), each member of the Triat stands at the head of a wildly diverse hierarchy of spirits.
The most strongly involved are the Garou and the Changing Breeds, shapeshifters with strong ties to the spirit world.
Its very essence, limitless possibility, is constantly forced from the physical world by the Weaver and humanity's focus upon "logic" and "reason." As logic is forced upon an illogical world, there is less and less room for the magic of uncaused change.

 Gaia (oWOD) - White Wolf
More directly, she is credited with creating the Garou and most of the Fera to be her warriors, servants and agents in both the material and spirit worlds.
Opinions differ over her exact relationship to the Triat (some say she created them, others the opposite), but she clearly has ties to Helios and Luna.
While mages generally see her as a spiritual represention of the planet Earth, Garou and others often think of her as the entire cosmos, with the planet just her most important and vital aspect.

However, considering the Werewolves racial-centricity, the duality of the alternate realms (Yin and Yang worlds, for instance), and the importance of the Shadowlands to the mummies and wraiths, I would assume that the Shadowlands are their own realm.
These three worlds each contain parts of the triat or ruling forces, but each are strongest connected with one or another.

The healing that must occur to save the world is not entirely physical – much of the damage has been done to the spirit of the world itself.
Some might say that as the point of the war against the Wyrm's taint has its very basis in an imbalanced Triat (Wyrm, Weaver, Wyld), the Philodox auspice is likewise at the heart of the Garou, representing an overwhelming desire for neutrality and equilibrium.

Imagine this world as one where the cities are vast claustrophobic sprawls, the suburbs are hives of monotony and hopelessness.
This is reflected in role-playing games where a seemingly insignificant choice and cause a domino effect and drastically alter the fate of the world or of someone’s life.

Penumbra (World of Darkness) - Wikipedia, the free encyclopedia
Penumbra is a domain that makes up part of the World of Darkness multiverse, a role-playing game developed by White Wolf Game Studio.
These symbols relate to their counterparts in the Periphery, and are not usually organized or structures, leading the Astral Penumbra to be confusing as a whole, but highly relevant to reality in specific cases.
The Spiritual Penumbra in the West depicts the world as it is seen with respect to the powers of the Triat.

The Garou also share the World of Darkness with mages, who sometimes seek to drain the power of their sacred lands.
The dark spirits of the dead, called wraiths, are often glimpsed hovering just outside the range of Garou perception, although what they wish of the Garou is still clouded in mystery.
All around the world, hidden in secret places in the wilderness or hiding in the parks of cities, high atop massive skyscrapers or deep within crumbling buildings, there are places of power that the Garou recognize as sacred to Mother Gaia.

Werewolf: The Apocalypse - Wikipedia, the free encyclopedia
In this game, players take the role of werewolves known as Garou (as well as other lycanthropes), warriors who are locked in a two-front war against (on the one hand) the spiritual desolation of urban civilization and (on the other) supernatural forces of corruption that seek to bring about the Apocalypse.
In the World of Darkness, lycanthropy is not a disease but a heritable trait.
They worship the various incarnations of the Defiler Wyrm and their main modus operandi (in instigating corruption) is sexual abuse of women and children, the pollution of the environment and all other actions that betray trust and instill pathological relations between humans.

However, it is *not* the World of Darkness proper.
The concept is kind of like a different world in the same Tellurian (complete with Umbra and Triat and what-have-you) -- now, that's *not* the concept, mind you, but it's an example of how Exalted and the World of Darkness can be strongly tied together in concept and still not be the exact same entity.
The default presumption (at least what I gather from forums and the like) is that "Before there was a World of Darkness, there was the World of Darkness with a different coat of paint," and that doesn't do the concept of Exalted justice.
