The General Synod of the Church of England is sometimes described as tricameral.
However, a Diocesan Synod is not a tricameral institution.
It is a bicameral institution, as it consists of the House of Laity, who are directly elected by the Parishes, and the House of Clergy.

Tricameralism -- the requirement that federal legislation be passed by two houses of the legislature and be either approved by the president or passed by a two-thirds vote of both houses over a presidential veto -- also helped assure that the federal government acts for the public good.

It is quite evident from reading Harber, that the Cape Times, a conservative title owned by media giants, the Independent Group, nailed its colours to the mast decades ago with its open support of apartheid, albeit in a different form.
The bait of PW Botha's tricameral parliament (for all intents and purposes an apartheid-lite and, one which excluded the fl majority) was the apparent reintroduction of the franchise to include members of the Indian and Coloured communities.
To make matters worse, not only was the fl majority excluded, but leaders participating in apartheid's tricameral structures were seen by the broader community as nothing more than puppets of the Botha government.

This is when I fetched up my third and last approach to the problem--the celebrated tricameral legislature.
The idea would be to create, through a constitutional amendment, a third house of Congress, composed of delegates elected from foreign countries.
This would defeat the so-called United Nations effect, which obtains at Turtle Bay, where delegates from all sorts of dictatorships, absolute monarchies and "people's republics" were posturing as though they had legitimate mandates.
