The centre of circulation of Cyclone Baaz is approximately 450 km east-southeast of Chennai or 450 km northeast of Jaffna, Sri Lanka, had been tracking west-northwestward at 9 kt towards the Tamil Nadu-Andhra Pradesh Border region of Southeast India, although it seems to have again slowed and has remained stationary in the last few hours.
The depression is moving to the southeast at 10 kts and is not expected to form into a tropical storm or cyclone at this point due to the increasingly cold waters into which it is heading and its swift forward speed.
The centre of circulation of Cyclone Baaz is approximately 650 km east-southeast of Chennai or 500 km northeast of Jaffna, Sri Lanka, had been tracking west-northwestward at 9 kt towards Northern Sri Lanka and the Tamil Nadu-Andhra Pradesh Border region of South east India.

If a warning centre decides not to name a cyclone and does not issue a warning because it is not a 'classical tropical cyclone', then our model (and I presume other models which use advisories in their initialisation procedures) will not have the benefit of information produced by tropical analysts.
By 24/1200 UTC the former tropical cyclone was a weak LOW in the western Bering Sea near the northeastern coast of the Kamchatka Peninsula.
The ship's position was well south and east of JTWC's estimated center location, and it is possible that since Pabuk was developing as (or in) a large monsoon depression, JTWC did not consider the gale-force winds to be representative of the developing tropical cyclone's intensity.

When a cyclone is located or is expected to be located such that two or more tropical cyclone warning centres are involved, every attempt is made to resolve any differences of opinion on the cyclone and its expected behaviour through discussions.
Beginning on 1 January 2000, tropical cyclones in the Northwest Pacific basin are named from a new and very different list of names.
The new names will be allotted to developing tropical storms by the Tokyo Typhoon Centre of the Japanese Meteorological Agency which is the RSMC for the basin.

 Weather Wonderland: Names of Tropical Cyclones Over the Western North Pacific
Hong Kong has been using tropical cyclone names assigned by the US Armed Forces' Joint Typhoon Warning Centre at Guam since 1947.
Apart from being used in forecasts and warnings issued to the international aviation and shipping communities, the name will also be used officially in information on tropical cyclones issued to the international press.
With effect from 2000, the Tokyo Typhoon Centre of Japan will assign a serial number and a name from the new list to every tropical cyclone attaining tropical storm strength.
