Tropical Storm Allison, the first named storm of the 2001 Atlantic Hurricane Season, devastated portions of Southeast Texas, including the Houston Metro area and surrounding communities, with severe flooding.
The first event was associated with Allison's landfall on the 5th and affected northern Galveston and southern and eastern Harris counties.
As the first tropical storm to strike the Upper Texas Coast since Frances in 1998, damage estimates in Harris County alone (includes the Houston Metro area) have surpassed $4.88 billion, which is more than two times that caused by the last major hurricane to strike the Upper Texas Coast, Alicia, in 1983.

Tropical Storm Allison developed over the northwestern Gulf of Mexico and moved inland over the upper Texas coast, producing extremely heavy rainfall and catastrophic floods in the Houston area.
Allison then acquired subtropical characteristics and continued to produce heavy rainfall and flooding near its track from Louisiana eastward to North Carolina, and then northward along the U.S. east coast to Massachusetts.
Allison's peak intensity of 58 mph at 1800 UTC 5 June was based on a 1700 UTC ship (WTEJ) observation of 55 mph and a 63 mph surface wind estimate made by reconnaissance flight crew personnel at 1852 UTC.

Tropical Storm Allison provides an excellent case study of the way hurricane related flooding can impact a region, far away from the ocean margins, and for long periods of time, after the storm is downgraded in status.
Although the storm was no longer officially a hurricane it retained its circulation, and tropical characteristics and subsequently departed on a nearly 12 day odyssey across the Gulf Coast and Eastern Coastal states producing heavy rainfall and numerous tornado threats.
Because the storm never entirely lost its tropical characteristics, yet was no longer 'officially' a tropical storm it existed in a kind of 'limbo' somewhere between tropical storm status and just another low pressure area with strong convection.
