  Trusteeship Requirements
The limited 18-month presumption of validity for trusteeships in section 304(c) of the LMRDA is further evidence of Congress' concern that a trusteeship be only a temporary action and that the parent union and trustee should initiate positive action to remedy the imposition of the trusteeship as rapidly as possible.
As indicated in the chapter Reporting a Trusteeship, the semiannual Form LM-15 report required to be filed with the Department of Labor by the parent union must detail the specific reasons for continuing the trusteeship during the preceding 6 months.
All trusteeship reports must be signed by the president and treasurer or corresponding principal officers of the parent union and by the trustees of the trusteed subordinate union.

UN Trusteeship Council - Wikipedia, the free encyclopedia
The United Nations Trusteeship Council, one of the principal organs of the United Nations, was established to help ensure that non-self-governing territories were administered in the best interests of the inhabitants and of international peace and security.
Its mission fulfilled, the Trusteeship Council suspended its operation on November 1, 1994, and although under the United Nations Charter it continues to exist on paper, its future role and even existence remains uncertain.
The Trusteeship Council is currently (as of 2005) headed by Michel Duclos, with Adam Thomson as vice-president, although the sole current duty of these officers is to meet once annually with the heads of other UN agencies.

trusteeship, territorial. The Columbia Encyclopedia, Sixth Edition. 2001-05
Other dependent territories (colonies) remained outside the trusteeship system but came under the jurisdiction of chapter 11 of the Charter of the United Nations, obligating members responsible for dependencies to promote the welfare of their inhabitants.
The trusteeship system was supervised by the UN Trusteeship Council, members of the United Nations administering trust territories and an equal number of other member nations, including all permanent members of the Security Council not administering such territories.
With the independence in 1994 of Palau (in free association with the United States), the self-governing status of all territories was established and the trusteeship agreements for those territories terminated.

 Trusteeship
As written in the UN Charter, the trusteeship council is one of the 6 organs of the UN.
The arguments for a complete disbandment of the Trusteeship are that the new functions would be difficult to list in a legal point of view, or that the new organ would inevitably duplicate the function of an existing institution.
The Trusteeship Council could be reconstituted to serve as a forum through which states could exercise their collective trusteeship for the integrity of the global environment, as well as such common areas as the oceans, atmosphere and outer space.

Instead, the trusteeship would have to be authorized to remain in force until it became possible to hand over complete authority and sovereignty to a democratically elected, accountable, and transparent Palestinian government with a proven ability to live up to its commitments, prevent attacks on Israelis, and promote the welfare of the Palestinian people.
Since the trusteeship would replace the Palestinian Authority, a consultative body would need to be established to represent the Palestinian people to the trusteeship in the transitional period before a constitution is finalized and elections are held.
While the trusteeship was fulfilling its mandate, Israeli and Palestinian delegations would have to negotiate the final borders of the Palestinian state, completing the talks by the end of the third year.

 Note on Political Trusteeship
In Kosovo, as in most political trusteeships, the identity of the reversioner upon termination is an open question, but one which the trustee has a duty to resolve, much like when a court holds property in trust until it can determine the property’s rightful owner, or when a common-law trustee enjoys a power of appointment.
Political trusteeships must be clearly designed from their incipience.  This requires avoiding both any doubt as to both where sovereignty resides and inappropriate theoretical limitations on trustee authority and tying civil administration to command of military and security forces.
In Kosovo the SRSG insisted that eight “standards” be satisfied before the UN trusteeship would begin the process of negotiating final status, but the standards were stated in general terms and accompanied by only a vague commitment to devolve further power to local institutions.
