The commission was established on December 29, 1990 to investigate crimes committed during the eight-year rule of Hissein Habre and was chaired by Chad’s chief prosecutor Mahamat Hassan Abakar.
The commission’s report on "serious acts of violence" since 1980 entitled "From Madness to Hope: the 12-Year war in El Salvador: Report of the Commission on the Truth for El Salvador," was released on March 15, 1993 at the United Nations.

South Africa's Truth and Reconciliation Commission (trc) caught the attention of the world for reasons that go far beyond the often horrific stories that came to light during its hearings.
The trc served the ideal of recognizing individual citizens as possessing equal dignity, since it provided a forum in which the victims of injustice could tell the stories of oppression in a way that the forensic constraints of a courtroom would not permit.
The trc embodied restorative justice, since it did not remove from society the criminals who fully disclosed their crimes, but left them to participate in building the new society with those who now know who the criminals are and what they did.

The Commission focused on massacres, forced disappearances, human rights violations, terrorist attacks, and violence against women, committed by both the rebel groups Shining Path and Túpac Amaru Revolutionary Movement as well as the military of Peru.
Its final tally of victims for the period was 69,280 dead and 43,042 orphans.

 Establishing a Localized Process for a Truth and Reconciliation Commission
PRIME will conduct preliminary analysis of the data and gather a team of experienced Truth and Reconciliation ‘partners’ from regions that have undertaken ‘localized’ Truth and Reconciliation processes—‘partners’ who have worked together on the ground in such places as South Africa, Rwanda, and France-Germany, to share the lessons they have learned from their experiences.
