Tsarskoe Selo (Royal Village), located 25 km south of St. Petersburg, first appeared in the 18C as the summer residence of the Russian tsars.
Tsarskoe Selo became the place for official receptions of Russian nobility and representatives of foreign states, who were visiting Russia with diplomatic missions.
Here, in Tsarskoe Selo, Pushkin’s presence can be felt everywhere: in the beautiful Tsarskoe Selo Park where the young poet used to wonder, in the town to which Pushkin dedicated so many of his famous verses, and in the building of the Lyceum itself, which currently houses a memorial museum.

Tsarskoye Selo (Russian: Ца́рское Село́; may be translated as "Tsar’s Village") is a former Russian residence of the imperial family and visiting nobility 24 km south of St. Petersburg.
The literary traditions of Tsarskoye Selo were continued in the 20th century by such notable poets as Anna Akhmatova and Innokenty Annensky.
In 1918, the Tsar's Village was renamed by the Bolsheviks into Detskoye Selo (Children's Village) and in 1937 it was renamed again to the town of Pushkin, thus commemorating the centenary of the poet's death.

Tsarskoe Selo was indeed "an enchanted fairy land to which only a small number of people had the riht of entry." This was the Tsar's Village, the home of several generations of Romanovs, a great symbol of what was once the largest empires in the world.
Catherine the Great had another architect build the Alexander Palace for her grandson, who would be Alexander I. The two palaces were set 500 yards apart, on an 800 acre plot of land.
A little town outside the gates was Tsarskoe Selo, full of the aristocrats full of Court gossip and jealousies.

In 1719 - 1720, near the hillock, on the territory of the future town, there emerged a settlement of palace servants, and measures were taken to bring order to the planning and construction of the colony.
This is the Alexander, or "New" Tzarskoje Selo Palace.
The foundation was laid in 1792 by order of Empress Catherine II the Great, and the palace presented as a gift to her first and favorite grandson, Grand Duke Alexander Pavlovich (the future Emperor Alexander I) on the occasion of his marriage to Grand Duchess Elizaveta Alexeevna.

In 1815 his poem "Recollections in Tsarskoe Selo" met the approval of Derzhavin, a great eighteenth-century poet, at a public examination in the Lyceum.

The Chinese Village in the Alexander Park of Tsarskoe Selo, Russia was Catherine the Great's attempt to follow the 18th-century fashion for the Chinoiserie.
Probably inspired by a similar project in Drottningholm, Catherine ordered Antonio Rinaldi and Charles Cameron to model the village after a contemporary Chinese engraving from her personal collection.

I also did a keyword search of TSARSKOE SELO and retrieved over 50 items of which one was relevant, The Palaces of Tsarskoe Selo: the Furniture and Interiors7.
I then searched TSARSKOE SELO, the summer palace, which retrieved the Latvian article and what appeared to be nothing else relevant, but most were in languages other than English so I can't be positive on that evaluation.
