Tseung Kwan O is the seventh new town in Hong Kong.
Tseung Kwan O has been fast expanding since its first population intake in 1988 in the public housing estates in Po Lam and Tsui Lam, turning a small fishing village and ship building industrial area in the 1960s to a major new community of about 340 000 people today.
The Tseung Kwan O Industrial Estate, covering about 86 hectares of land and enjoying marine frontage, is located in the northern part of Tai Chik Sha in the southeastern part of the new town.

The Chairman of the Television Broadcasts Limited (TVB) wrote to the Chief Executive in January 1998 concerning the prevailing policy of not allowing service industries to operate in the industrial estates (IEs), and that policy was relaxed in May of the same year.
Therefore, the policy of expanding the scope from the manufacturing industries to service industries was formulated after careful consideration of the local economic conditions and thorough public consultation, and in accordance with the established procedures.
If TVB chose not to move into the industrial estate or even relocated its operation outside Hong Kong because the land premium negotiations failed and its requests were not acceded to, it would be a loss of a large investment project to the industrial estates and Hong Kong.

In response to media enquiries on unusual ground settlement in Tseung Kwan O, a spokesman for the Works Bureau said today (Friday) that the Government departments concerned would continue to monitor the situation closely and take appropriate actions where necessary.
The spokesman confirmed that unusual settlement had been recorded at some areas of the new town which lie on reclaimed land, including the town centre, Area 86 and Tseung Kwan O Industrial Estate.
"Ground settlement is a normal phenomenon in newly reclaimed land but in the case of Tseung Kwan O, the amount of settlement is greater than expectation --about 850 mm compared with the normal amount of 150 to 300 mm," the spokesman said.

The report also suggested that the agreement on land premium reduction was made with the Hong Kong Industrial Estates Corporation (HKIEC) after the deal was concluded.
In HKIEC's offer as early as February 1999, they have already undertaken to reduce TVB's land premium retroactively should there be any reduction in premium for sites at Tseung Kwan O Industrial Estate that might be announced by the Corporation on or before 31 March 2000.
