Rabin Pursues Right Wing To Broaden His Power Base
Israeli Prime Minister Yitzhak Rabin said Thursday he is negotiating with the right-wing Tsomet Party in an effort to broaden his coalition government, even though the party opposes the agreement he signed with the Palestine Liberation Organization on Palestinian self-government.
Although Tsomet's incorporation in the Cabinet would bring the government five more seats in Parliament, giving it a one-vote majority, the party's staunch opposition to the autonomy agreement and to withdrawal from any occupied territory would throw into question Rabin's ability, even his willingness, to proceed with peace negotiations.
Founded in 1987, Tsomet is committed to holding all of the biblical Land of Israel, to increasing Israeli settlements on the occupied West Bank and to a tougher line on security issues.

Segev was elected to the Knesset in 1992 as part of the Tsomet Party slate led by Rafael Eitan ("Raful").
Despite the fact that all Tsomet MK's had been elected by a constituency that totally opposed Oslo unanimously and unambiguously, Segev and Goldfarb became hired guns of the Labor Party and paid Oslo supporters.
This was explicit betrayal of the central plank of the Tsomet political platform by cynical demagogues anxious to sell their souls for a few pieces of silver.

THE ISRAELI ELECTIONS OF 1992: AN ANALYSIS
The second conclusion is that Likud has indeed lost heavily (9.2 percent of the national vote, or 27 percent of its 1988 voters), but the gains of Labor and the Left have been far from impressive.
According to the best Israeli commentators, much of the Likud loss could be accounted for by abstentions, which, especially in the known Likud strongholds, became for the former Likud supporters a way of expressing their disappointment with their party without daring to switch their vote to any other.
In Beit Hakerem Tsomet rose from 2.5 percent in 1988 to 7.5 percent in 1992; in Kiryat-Hayovel its growth was also considerable; in Katamonim much less so; and in Har-Nof downright negligible (from 0.6 percent to 0.9 percent).

That is why he is trying to convince political forces on the right -- especially Tsomet (Crossroads), led by the former Israeli army chief Rafael Eitan, and Mafadal, a religious nationalist party -- as well as the orthodox religious parties -- to participate in the new government.
The leaders of Meretz have justified their willingness to participate in the same government as the rightist but secular Tsomet by saying that the latter had received the votes of an electorate which seeks a response to the pressure and influence of the orthodox parties.
The presence of Tsomet in the government could mean the indefinite postponement of essential decisions concerning the future of these territories.

An official of the Tsomet party, a member of a three-way alliance with Netanyahu's Likud party and the Gesher party, a Likud spinoff faction, predicted that elections for a new prime minister would take place as soon as next summer.
But because Israeli voters have a history of punishing small parties who cause early elections, they are least likely to opt to be the ones who bring down the government.
By predicting early elections, the Tsomet party seems to be betting that, after a year of preparation, they will be able to take that risk, possibly because they are an older party that has previously done well at the polls.

One thing is clear from Tuesday's (July 29) statements by George W. Bush and Ariel Sharon in Washington: If a Mideast peace plan that includes a viable Palestinian state is to move forward, more pressure on Israel is needed; and the U.S. administration is proving either unable or unwilling to exert it.
Five years ago, then-foreign minister Sharon was quoted in a speech to members of Israel's far-right Tsomet Party as follows: "Everybody has to move, run, and grab as many hilltops as they can to enlarge the settlements because everything we take now will stay ours....
Everything we don't grab will go to them." Despite all the sweet talk since the "road map to peace" emerged this year, and despite claims that the controversial separation wall is merely a security measure, indications are that Israel's land-grabbing strategy has not greatly changed.
