		It sounds like you did exactly what I did which was to follow the NPM instructions but I think Nissan changed up the wiring colors on the harness for the new Tsuru headlights.
		You'll notice the way you have it wired up now that when you have your "low" beams on, the power wire is only getting somewhere around 7 or 8 volts.
