  Tsyklon
The name Tsyklon ("cyclone") is relatively recent, appearing for the first time in 1986 when, in the wake of Gorbachev’s Perestroika initiative, the Soviets began promoting their launchers for commercial use in the West.
Later, the Tsyklon 3 was also used to launch AUOS scientific and Okean-O radar satellites.
With the disintegration of the Soviet Union in the early 1990s, the Ukrainian manufacturer of the Tsyklon, ended up in a different country – an unacceptable situation for a rocket intended for launching national security payloads.

Based on the R36 SS-9 Scarp ICBM, the 2-stage 8K69 was introduced in Sep-1966 as the launcher for the FOBS Fractional Bombardment System and then in 1967 as the Tsyklon 2 11K67 SL-11 as a space launcher (replaced in 1969 by the 11K69).
Tsyklon 2 has recently been employed for the ocean surveillance program but initially flew in the Fractional Orbit Bombardment System (FOBS) and satellite interceptor programs.
Tsyklon 3 is the 3-stage version and was first offered as the commercial Tsyklon launcher in Oct-1987.

The Tsyklon (Циклон, "Cyclone", also known as Tsiklon) is a Soviet/Ukrainian-designed expendable launch system, primarily used to put Cosmos and Meteor class satellites into low earth orbit.
It is based on the R-36 intercontinental ballistic missile designed by Mikhail Yangel and of its more than 100 launches since 1967, there have been only two failures.
The first flight of the Tsiklon 3, a Tsiklon 2 with a restartable third stage, first flew on June 27, 1977 from Plesetsk.

Ukraine's Tsyklon 3 and Russia's Kosmos 3M and Proton K. In recent years, these launchers suffered four failures on domestic Russian missions.
All of these could actually be linked to the fact that these vehicles, or at least their engines, have been on storage for years.
This launch failure appears to be yet another example of a faulty rocket which was taken out of 'long term storage' (Tsyklons have been out of production for some years and have a very low flight rate).

The Tsyklon family of launch vehicles is derived from Yuzhnoye's R-36 (NATO designator SS-9) ICBM and is used in two primary configurations.
The two-stage Tsyklon 2 launch vehicle has been launched exclusively from the Baikonur Cosmodrome from Complex 90 left and right for high-value military missions: the co-orbital ASAT, RORSAT, EORSAT, and FOBS (Fractional Orbit Bombardment System).

In 1986, with advent of Gorbachev's Perestroika, Soviet organization called Glavkosmos created within super-secret Ministry of General Machine Building, or MOM, started promoting Soviet launchers for commercial use in the West.
The list of available vehicles included a new name - Cyclone (spelling widely accepted in the western technical literature is Tsyklon; name once painted by the Russians on the body of the actual rocket spelled "Ciklon"!) It wasn't a newcomer though.
Since the mid-60's the rocket was known to the the West as F-1-r FOBS (Fractional Orbit Bombardment System).
