The bulkheads of the DeLeon dry-dock, sunk in 1935 as a breakwater for the ferry terminal at the park's southern boundary, provide a garden-like habitat for plumose anemone, rockfish, cabezon, painted greenling, kelp greenling, and lingcod.
Kelp crab, decorator crab, shrimp and tubesnout can be found in the eelgrass.
Depth at the westernmost end of the sunken dry-dock is about 40-42 feet, so air consumption due to depth is not a major concern.

Species encountered in 1996 but absent in the previous study were treefish, Sebastes serriceps, thornback, Platyrhinoidis triseriata, tubesnout, Aulorhynchus flavidus, snubnose sculpin, Orthonopias triacis, corraline sculpin, Artedius corallinus, and California halibut, Paralichtys californicus.
Two of the newly observed species, treefish and snubnose sculpin, are southerly distributed species that may have displayed a northward shift in distribution.

If you follow the pipeline to approx 30-32 ft and turn 90 degrees to your left, you may find what appears to be an attempt or start of an artificial reef of pipes and cinder blocks, which is where I found a small octopus.
The shallower water is a wonderful area to explore for tubesnout, painted greenling, fleye goby, crescent gunnels and lemon nudibranchs hiding among the eel grass.

I gave it my buddy to look at and he thought it was lobster antenna at first.
It sounds as if you are right, a pipefish (although it may also have been a tubesnout).
Pipefish are related to seahorses and rarely seen, first because they are uncommon but also because they are so carefully camouflaged in sea grass or eel grass (an area where divers do not always carefully explore).

About 5 or so purple jellyfish, most with commensal crabs within; octopus out in the open; elbow crab burdoned with a big barnacle stuck to its arm; couple of large swimming crabs; a string of the stinging Apolomia uvaria wrapped around a giant kelp strand.

This time one of the seals really took it to the next level and aggressively attacked anything we shined our lights on.
