As he has in 17 previous "conversations," Bush focused the discussion on his plan to allow workers born after 1950 to participate in voluntary personal investment accounts using a portion of their payroll taxes.
Joan Richardson of Tucson, who was among the panelists, said Social Security has been there for her in hard times.
