In 1975, having adequate facilities and amenities aside from being the region's geographic center and having capabilities of serving as the administrative seat of government for the region, Tuguegarao was declared the regional capital of Region II (Cagayan Valley).
Tuguegarao as a component city was affirmed in a plebiscite held on December 18, 1999, with Randolph Ting as the first city mayor.

Eugenio Dayag, Tuguegarao City chief health officer, told reporters that a comprehensive profile of prostitutes will be available in top hospitals and health offices in Northern Luzon to monitor people with sexually transmitted diseases.
Tuguegarao City health office records show that least four to five cases of sexually transmitted diseases, particularly gonorrhea, are reported weekly, Dayag said.
