Romanian Human Development Report 1996 - Chapter 6   (Site not responding. Last check: 2007-11-07)
The first ten counties in the HDI hierarchy are considered to have high levels of human development; the next twenty-one are in the segment of medium human development, and the remaining counties have a low level of human development.
However, Sibiu, Iasi, and Dolj counties are much better situated in terms of HDI value than in terms of GDP per capita due to their higher levels of education, as are also Covasna and Suceava counties both because of their level of education and of their levels of life expectancy.
The evolution of population by county varied according to the two components of demographic increase: natality and mortality, and also according to the directions and the intensity of inter-county migratory flows and the amount of external migration.

This only aggravates the negative effects of the identity crisis the family institution is presently undergoing: we witness changes in family structures (free unions, divorce, single parents etc.) as well as a new outline of parental roles and relationships among generations.
This dynamic affects parental capacities and the solution is not their "replacement" but their support and assistance, thus avoiding the de-responsibilisation of parents as well as the painful break between child and family.
The Centre addresses families in crisis circumstances or running a higher risk of intra-family bonds degradation, families at child abandonment risk as well as single parent families or families of children with special needs, foster and adoption families, before and after the completion of the adoption process.
