According to court records, Colina-Vargas paid Ramirez a total of $12,500 between 1995 and 1997 in exchange for Ramirez helping secure federal public works grants to four of Colina-Vargas clients, the cities of Anthony, Mathis, Mission and George West.
With the charges dropped, Nance's name was completely removed from the court records of the case, according to a computer check of the records this morning.

On July 15, the National Marine Fisheries Service (NMFS) shut down the Grand Banks to all pelagic longlining by emergency action because a biological opinion concluded that "the continued operation of the Atlantic pelagic longline fishery is likely to jeopardize the continued existence of loggerhead and leatherback sea turtles."
That conclusion and the emergency closure is being challenged in court by Blue Water and a small coalition of vessel owners and support businesses.
Writing for the US District Court for the District of Massachusetts, Gertner said that she was "sympathetic to the plight of the longline fishermen who are being adversely affected by the closure," but it appeared that the Magnuson Stevens Fishery Conservation and Management Act left her "no option but to decline preliminary injunctive relief."

Judge Ezra of the Federal District Court in Hawaii has closed millions of square miles of the Pacific Ocean to the Hawaii-based longline fishery to reduce impacts on threatened and endangered sea turtles.
While the judge eventually served as a mediator between environmental groups, the National Marine Fisheries Service (NMFS), and fishing interests attempting to find a solution that would uphold federal law without closing the fishery, the controversy is indicative of legal challenges across the nation aimed at bycatch associated with longlining.
Despite the recommendation, in the fall, the NMFS issued its final rule which actually prohibits pelagic longline fishing in the DeSoto Canyon and East Florida coast all year and off South Carolina, called the Charleston Bump area from February 1 through April 30.
