Tuor was first fostered by Elves, then captured by Easterlings, who had been sent there by Morgoth and who cruelly oppressed the remnant of the House of Hador.
Tuor was one of the leaders of Gondolin during the sack of the city by Morgoth, and with his wife and son and a remnant of its people escaped to the Mouths of Sirion.
Tuor eventually built the ship Eärramë (Sea-wing) and sailed to the West with Idril, and it was a tradition under the Eldar and Edain that they arrived in Valinor, bypassing the Ban of the Valar, and that Tuor alone of Men was counted as Elven kindred, still living there now.

Tolkien, Idril Celebrindal is the daughter of Turgon and Elenwë, wife of Tuor, and the mother of Eärendil the Mariner.
Idril was loved in secret by her cousin Maeglin, the son of Eöl the Dark Elf and Aredhel, Turgon's sister, but she scorned his advances because of his dark character, and the fact they were too closely related.
It is believed by the Elves and Dúnedain that Idril and Tuor arrived in Valinor, bypassing the Ban of the Valar, and that Tuor was reckoned in the kindred of the Elves, so that Tuor and Idril now live in Valinor.

Tuor (who was a mortal) grew up among the Elves, but when he was about fifteen years of age the orcs of Dor-Lómin where so many that Annael, leader of those Elves, decided that they should move south to the land of Círdan the Shipswright.
Tuor of course did know nothing of where Gondolin was situated, and as the night fell he slept.

As an eternal, perhaps Tuor was allowed to visit Aman and that is why he can be counted among the Noldor; he has truly passed the Circles of the World as humans do, and is permitted to have presence in Aman, but not in Middle-Earth.
Tuor would go off to the unknown human fate while Idril would find no rest and peace in either Valinor or the Halls of Mandos (thus precluding the possibility of pulling a Miriel) due to her destined love being beyond the Circles of the World.

Tuor was certainly not the next person on my list of planned Sim characters, but after completing Beren, his name looked so lonely all by itself on the page for The Edain, so I decided he should have at least one person for company.
