The Tupolev Tu-95 (NATO reporting name Bear) is the most successful Tupolev strategic bomber and missile carrier from the times of the Soviet Union.
The Tupolev 95, alias "Bear" was known to be one of the aircraft in the world to generate the highest noise levels.
Its contra-propeller system was an incredible technological success (most engineers deemed it possible but always found it too complex to build), and in terms of fuel efficiency and range it ranked very well, but the drawback at the level of noise emissions was significant.

In 1964, the Tupolev Design Bureau began development of a twin-engined medium bomber intended as a replacement for the Tu-22 supersonic bomber which had entered service in the early 1960s.
For political reasons, Andrey Nikolayevich Tupolev presented the project as the Tu-22M; this was a trick intended to fool the Soviet government into thinking a considerable increase in capabilities could be obtained by a simple modification of the existing Tu-22 'Blinder'.
This, according to Tupolev, was easier and cheaper than the 'clean sheet of paper' designs proposed by the rival Sukhoi and Myasischev bureaus.

In 1990, Tupolev approached NASA and offered a Tu-144 as a testbed for its High Speed Commercial Research program, intended to design a second-generation supersonic jetliner.
In 1995, Tu-144D reg 77114 built in 1981 (but with only 82 hours, 40 minutes total flight time) was taken out of storage and after extensive modification at a total cost of $350 million was designated the Tu-144LL.
