Turabian is the popular name of a format for the writing style of research papers (such as the arrangement and punctuation of footnotes and bibliographies).
An obvious difference is that the Turabian system allows for footnotes or endnotes instead of the inline citations that are preferred in the MLA, APA, and Bluebook systems (Turabian also has guidelines for inline, parenthetical references).
However, Turabian's key contrast with the APA style is that it was developed specifically for the purpose of being used in papers written for a class and not for publication; whereas APA was originally developed by the American Psychological Association as a system for use in writing intended for publication in professional journals.

A complete citation (such as the following for a book -- author, title, place of publication, publisher, date of publication, and page(s)), as outlined in Turabian, should be used for the first citation of each individual source.

What it is: Turabian is a kind of citation involving either footnotes or endnotes.

 Problems with Turabian websites
Harvard's site has few examples; failed to indent the footnotes properly; doesn't mention "Ibid."; is out-of-date (1995); and fails to italicize the shortened title on a subsequent footnote when there are two sources by the same author.
Nevertheless, see Turabian manual, 11.6 to see that "et al." is used in parenthetical references in the author-date system.
Unfortunately, my own UWC's Turabian sample paper (available online only to those DBU students who are enrolled in online courses) is practically guaranteed to be have a few errors.
