The turn coordinator was developed to replace the older turn and bank indicator, which displayed rate and quality of turn but not rate of roll.
The turn coordinator differs from the older turn and bank indicator in that the turn coordinator has the gyro mounted at a 30-degree tilt.
When the aircraft is rolling, the turn coordinator deflection is proportional to the rate of roll and not the rate of turn.

The turn and slip indicator, also referred to as the "needle and ball" and "turn and bank" indicator, was the only available reference for bank attitude before the development of the attitude indicator.
In a slip, the rate of turn is too slow for the angle of bank, and the lack of centrifugal force causes the ball to move to the inside of the turn.
On the 4-minute indicator, a single needle-width deflection shows when the aircraft is turning at 1-1/2° per second, or half standard rate (4 minutes for a 360° turn).

The turn and bank indicator or turn coordinator (two different instruments, varying in the information they provide, but looking very similiar) actually work by precession.
The attitude indicator is kept erect with pendulous vanes, which work internally by centrifugal force and gravity to vent airflow around the gyro and assist in keeping it erect.
The force caused by precession deflects the turn needle, and the amount of deflection reflects the rate of turn or change, which is really only the precessive force acting on the gyro.

I gather that 30 seconds for 90 degrees is a "standard turn rate." Presumably Arnold could turn faster if he wanted to and the was no interference from bad weather/wind.
