However, “turnstile jumping” and related conduct, whatever the stated rationale, create an environment of disorder, including the perception among other passengers that the fare was evaded.

It remains to be seen whether this argument will be vindicated in my case, but I know that others who engaged in "turnstile-jumping" (such as the guy mentioned in the Daily News article) have had their charges dismissed on that basis.
Well, the Transit Authority has proposed an amendment to the relevant rule, which would provide that anyone who sneaks under (or jumps over) a turnstile to enter a subway platform is per se guilty of fare evasion.
Given the frequency with which the farecards malfunction (thus leading some passengers to "turnstile jump" out of desperation), I think the proposed amendment is a very bad idea.

The reason for wondering is that transit officials said yesterday, in response to a question, that violators would continue to be charged with fare evasion.

I know that the cards are only to be used by one rider, but I did not realize that the CTA has a system in place to prevent people from using the card twice.
I had no other way to pay, and I know it is wrong, and I had just said the "Turnstile jumping is not a sport" to my friend, but I did it.

So, in NYC under Dinkens, cops were not encouraged to hassle the petty thieves, whereas Guilliani (or Bratton, at least) insisted on hammering "quality of life" crimes.
And the value of nabbing people for petty crap, such as turnstile jumping, is not that it sets an example and deters others, but that it gives cops an excuse to search them for weapons, and hold them while they check for outstanding warrants.
I just want to emphasize something you touched on: it was noticed that turnstile jumpers often turn out to be wanted for much more serious crimes.

The fact that the shooting happened after the turnstile, not before it, indicates that they were likely to have been operating with some sort of threshold of suspicion: i.e.
