The county commissioners received a petition on March 16, 1880, signed by a majority of the legal voters living in township 132, range 37, and on the same date granted the request of the petitioners for the organization of a township to be known as Elmo.
This was one of the two townships organized by the commissioners at their March meeting of that year.

Pike Lake and the southwestern area of the Township are part of the Pine River watershed.
The northern, central and eastern areas of the Township have larger lot sizes, consist of extensive wetlands and poorly drained soils and have the lowest density of development.
The remainder of the Township is largely underdeveloped areas consisting of wetlands, lake frontage and drainage ways and/or land held by Minnesota Power and St. Louis County for other purposes (See Map 4, Land Ownership).

 The Public Land Survey System
The rectangular survey system was enacted by the Land Ordinance Act of 1785.  Now known as the Public Land Survey System, this system divided the western lands into grid-shaped townships and sections.  Surveyed land was sold by the government, providing important revenue for the cash-starved nation.
The earliest land surveys in Minnesota were conducted under the jurisdiction of the Surveyor General of Iowa and Wisconsin, headquartered in Dubuque, Iowa.  These surveys, completed between 1848 and May 1857 were primarily on land located between the St. Croix and Mississippi rivers or in the southeastern corner of Minnesota.

Puppy mills are sick, I love my dog I have no idea where she came from as she was a rescue from a rescue shelter when I got her she had cigarette burns on her and she has separation anxiety.
The puppies never play with humans, so when you bring home a puppy and wonder why it doesn't like you or even know any comands or at least how to listen to a human or play nice.
Those would be called backyard breeders and they are just as bad as puppy millers, they breed their dogs without having any regard to improving the breed.(This is what animal rights advocates say as do "reputable" breeders) Many are not eye/hip certified, etc. Any dog from any kind of breeder can have problems.
