A voting system may select only one option (usually a candidate, but also an option that represents a decision), in which case it is called a "single winner system", or it may select multiple options, for example candidates to fill an assembly or alternative possible decisions on the measure the ballot posed.
In a party list system, each voter votes for one party, and then a mathematical formula is used to approximately distribute the seats in the legislature in proportion to each party's share of the vote.
Voting systems are methods (algorithms) for groups of people to select one or more options from many, taking into account the individual preferences of the group members.

A two-round runoff voting system, in practice, may work as a system of primary elections in countries where there are two major partisan blocks, by choosing for the second round of election a candidate in each block.
A simplified model of a two round system is the supplementary vote.

Ultimately, the choice of voting system not only has a profound effect on the process of elections, but also on the degree to which a political system is fair, representative, and democratic.
Obviously systems that require multimember districts, such as proportional and semi-proportional systems, cannot be used to elect a single official.

 Lousiana Nonpartisan Primary System
As a general rule, since only the top two finishers in the opening primary have had any chance to advance to a runoff election, it proved to be very difficult for minor party candidates to appear on Louisiana's November election ballot for federal and state elections.
In 1992, the 4th congressional district primary resulted in two Democrats reaching the runoff election (without Republican or third party candidate appearing on the November ballot), while the 6th congressional district resulted in two Republicans reaching the runoff election (without Democrats or third party candidates on the November ballot).
Two American localities passed instant runoff voting ballot measures in 1998 and 1999.

 Two-Round System
The most common method, as used in the Ukraine, is for the second round of voting to be a straight "run-off" contest between the two highest vote-winners from the first round; this is called a majority-runoff system (see Ukraine - The Perils of Majoritarianism in a New Democracy).
Each name indicates the central feature of the system: that it is not one election, but takes place in two rounds, often a week or a fortnight apart.
Unlike straight majority-runoff, this system is not truly majoritarian, as there may be up to five or six candidates contesting the second round of elections.

The above systems specify the existence of discrete votes; that is, a voter either votes for a party or does not, whether he does this once, as in PR, twice, as in two-round voting, or as many times as he likes on the same sheet, as in approval voting.
A problem with this system, as illustrated here, is that it once more leads to a significant fraction not being represented (the 44% of voters who supported the Republican candidate in the last round).
This system is also a relief for floating voters, who no longer have to make a decision between two parties they support equally.

The premise of this research is that the time delay inherent in teleoperation over large distances can be overcome by presenting the operator with an interactive simulation of the system being controlled rather than with the time-delayed video and telemetry data.
Ground-to-space teleoperation is hindered by time delays imposed by the speed-of-light limit of radio transmissions over large distances, as well as processing at various nodes along the communications path.
